Updates to the PCO (Private Hire Drivers) licensing requirements left deaf drivers struggling to renew their licences due to not understanding the changes.


Transportation for London had to find a way to simplify complex industry specific English then translate and publish it as British Sign Language.


The challenge was that as the impact to Deaf drivers was not previously considered, drivers licences were expiring, leaving them without work,  hence this needed to be accomplished as soon as possible.

With InSign’s deep understanding of the transportation industry, specifically in Private Hire, Transport for London engaged the team to devise a fast and reliable way to reeducate the drivers. Working with Transport for London, Deaf drivers and BSL translators, InSign created a new course preparatory course for the SERU (safety, equality and regulatory understanding) requirement test. The content and training material in BSL was based on changes to regulations, rapidly rolling them out to Deaf private hire drivers across London, sustaining their careers as PCO drivers. Additionally InSign provides live translation support to Deaf Drivers at time of test taking
